Select Board Licenses
Important Notice About Scams
Please be aware of potential scams or fraudulent requests for payment. The Town will never ask for payment through wire transfer, peer-to-peer apps (such as Venmo, PayPal, or CashApp), gift cards, or cryptocurrency.
If you receive a request for payment that does not match the accepted methods listed above, do not send money and contact Town staff immediately to verify the legitimacy of the request.

All Select Board License applications, with the exception of Tour Guide Licenses, are now in Permit Eyes, the Town's online License/Permit portal. For instructions on how to apply for a license on Permit Eyes, please visit the Apply for a Select Board License page.
The Select Board is responsible for issuing the following types of annual licenses:
Alcoholic Beverages License
Alcoholic Beverages Licenses are required to serve and sell alcoholic beverages, both for on- and off-premise consumption. The following categories are used for Alcoholic Beverages Licenses:
- On-Premise Consumption for either All Alcoholic Beverages or Wine & Malt Beverages
- Restaurant License
- Club License
- Innholder/Lodging License
- Off-Premise Consumption for either All Alcoholic Beverages or Wine & Malt Beverages
- Package Stores

Class I, Class II, and Class III Car Sales License
- Class I - required for new car dealers
- Class II - required for used car dealers
- Class III - required for junk/salvage car dealers

Common Carrier/Livery License
- Common Carrier License - required to operate a vehicle that carriers ten (10) or more passengers, including the driver, for charter, sightseeing, or fixed routes. There are two forms associated with a Common Carrier License, one for the Town and one for the State.

- Livery License - required for a service in which a vehicle and chauffeur is hired for a fee in advance, in which the origin and/or destination is in Town.
Common Victualler License
Common Victualler Licenses are required for food service establishments with the capabilities for cooking, preparing, and serving food which provides seating for the immediate consumption therein.

Entertainment License
Entertainment Licenses are required if you are a holder of a Common Victualler or Alcoholic Beverages License and feature any kind of concert, dance exhibition, cabaret, or public show of any description. A public show of any description further includes dancing by patrons or performers, recorded or live music, use of an amplification system, a theatrical play, a film, a floor show or light show of any description.

Innholder & Lodging License
- Innholder License - required for hotel/innholder establishments which prepare and serve food for travelers, and also has the rooms, beds, and bedding required by law
- Lodging License - required for a house where four or more unrelated persons reside, including dormitories of education institutions and fraternity houses.

One Day Special Liquor License
One Day Special Liquor Licenses are required for an event if alcoholic beverages are being sold to attendees or if admission is being charged for the event where alcohol is being served for a charge or for free. No more than thirty (30) One Day Special Liquor Licenses may be issued per calendar year to the holder of the Special License.

Seasonal Outdoor Restaurant Seating License
Since the COVID-19 pandemic, the Town has worked to permit seasonal outdoor restaurant seating for restaurants that do not have permanent outdoor seating included in their Alcoholic Beverages License and/or Common Victualler License. The seasonal outdoor restaurant seating period is from April 1st through October 31st. The Town will do its best to accommodate the applicant while remaining in compliance with the Town Zoning Bylaws. Sunday Entertainment License
Sunday Entertainment Licenses are required for entertainment occurring on a Sunday that the public must pay a fee to attend. Please refer to the Entertainment License section above for a further description of "entertainment". There are two forms associated with a Sunday Entertainment License, one for the Town and one for the State.

Tour Guide License
Tour Guide Licenses are required for any individual who performs commercial tourist guide work in Town. Before the Select Board can issue a Tour Guide License, the applicant must have satisfactorily completed the Concord History series offered by Concord-Carlisle Adult and Community Education and pass the Town of Concord Guide Exam. The Tour Guide Application can be downloaded and completed via fillable PDF here. Once completed, submit the application with payment of $50.00 application fee and copy of Photo Identification to:
