Annual Town Meeting
The 2023 Annual Town Meeting was held on Sunday, April 30, 2023 at 1 p.m. at the Concord Carlisle High School and continued to Monday, May 1, 2023 at 7 p.m. The second session concluded at 10:13 pm, having no further business to take up.
ATM 2023 Results
The 2023 warrant consisted of 46 articles. A total of 728 voters checked in on Day 1 of Town Meeting with19 articles taken up under the consent calendar and additional eleven articles voted on the floor. Town Meeting Warrant
The 2023 Annual Town Meeting warrant was mailed the week of February 13, 2023. An electronic version of the ATM warrant is available here.
Important Town Meeting Dates
The Select Board voted to approve the 2023 Annual Town Meeting calendar found here. The calendar includes important milestones to Annual Town Meeting on April 30, 2023 including public hearing dates, due dates for various warrant components, and meeting dates for article sponsors.

Town Meeting is participatory government. To that end, we want to make town meeting accessible to you.
Do you need child care?
On-site childcare will be provided by Concord Recreation from 1 p.m. to the end of the meeting. Childcare is available for children 3 years to 11 years. Registration in advance and payment if required. Cost is $10 per child or $20 maximum per family. Register at https://concordrec.myrec.com/info/activities/program_details.aspx?ProgramID=30869
Do you need a head set for better listening?
Hearing assistive devices will be available at Town Meeting for those who need them. Find the devices by the registration desks at Town Meeting. Anyone with a disability requiring special arrangements for Town Meeting should contact the Town Manager's Office at (978) 318-3000 by 4:30 p.m. on the Monday preceding the opening date of Town Meeting. The earlier that special arrangement needs are communicated, the more likely that time will allow for special accommodations, if possible, to be met.
Do you need a ride?
Concord's Council on Aging will provide seniors pick-up and drop-off service during Town Meeting. Call ahead and book a ride at 978-318-3020.
Can't be there in person, but want to follow along?
Town Meeting audio is broadcast live on Minuteman Media Network (MMN) on the Government Channel 9 or streamed online at https://www.minuteman.media/2409/Government. You can also find live audio on CCHS radio.
Volunteers Needed
Tellers are responsible for counting standing votes (as opposed to secret ballots) and collecting secret ballots. If you can walk around
and count, you have the skills necessary to be a teller. Tellers work in pairs; training will be provided before the meeting.
Ballot counters are responsible for counting the marks in the yes and no boxes for a secret ballot. Counters sit in chairs most of the time
during the count. The last secret ballot happened in 2013, but counters are needed at every Town Meeting so that we are ready for another. If
there is a secret ballot, the ballot supervisors will train the counters at that time and guide them throughout the process.
The other qualifications for either position are a willingness to commit to remain to the end of that day's session and a commitment to fair and
transparent democracy.

DRAFT Warrant Articles, including title and description of standard Warrant Articles were due from staff to the Town Manager’s Office by Friday, December 16, 2022 at 12:00 PM. Articles are e-mailed to TMSubmissions@concordma.gov.
FINAL Warrant Articles were due in the Town Manager’s Office on or before the Warrant closed on Wednesday, January 4, 2023 at 4:00 PM.
