Important Notice for Concord Residents and Property Owners
The Town of Concord is reminding residents and property owners about the upcoming implementation of a Stormwater Utility Fee, which is expected to begin appearing on monthly utility bills in December 2025.
The implementation of this fee follows the approval of Article 16 - Stormwater Utility Enterprise Fund at the 2024 Annual Town Meeting. Following this affirmative vote, the Town has worked to establish a fair and reasonable fee structure for collecting stormwater revenues beginning in Fiscal Year 2026. The Concord Public Works Commission (PWC) approved the fee structure and Credit Policy on May 14, 2025, in accordance with the Concord Stormwater Utility Enterprise Fund Bylaw.
The Stormwater Utility Fee implements a key priority action from the town's Sustainable Concord: Climate Action and Resilience Plan, specifically addressing the need to adapt critical infrastructure and manage the impacts of climate change, such as increased flooding. This new fee will be dedicated to managing and improving the community's stormwater infrastructure. The revenue collected will be used to maintain and replace aging drainage infrastructure, perform routine cleaning of catch basins and storm drains, mitigate flooding, and comply with state and federal permit requirements.
The fee is charged to all developed parcels in Concord, including residential, commercial, non-profit, and tax-exempt properties. It will appear as a separate line item labeled "Stormwater Fee" on your monthly municipal utility bill.
How the Fee is Calculated
The stormwater fee is assessed based on the amount of impervious surface area (IA) on a property. Impervious surfaces are materials like rooftops, driveways, paved parking lots, and patios that prevent water from soaking directly into the ground, thereby increasing stormwater runoff.
The Town has established a rate schedule, approved by the Concord Public Works Commission (PWC) on May 14, 2025, which details the fees for both Small Residential and Non-Residential/Large Residential properties based on their impervious area square footage (IA).
