CMLP's High Efficiency Lighting Program (HELP) provides up to $50,000 in rebates to help you manage your operating costs and add value to your business by upgrading to more energy efficient indoor and / or outdoor lighting & controls. Find out more here:

We provide:
Financial Incentives
Rebate of up to 50% of lighting upgrade cost or up to $1,000 per kilowatt (kW) of reduced demand, whichever is less, up to a maximum of $50,000 per customer during any 3 year period. Rebates, on average, cover about 30% of businesses' lighting upgrade project costs. Interior and exterior lighting and controls are eligible.
Flexibility
You are welcome to use any lighting contractor you prefer for the assessment, quote, and installation. Here is a list of installers who have worked with businesses in town and have experience with our HELP rebate process. CMLP does not endorse or pre-qualify these companies in any way.

How to Participate - Lighting-only Retrofit
Step 1: Lighting Assessment
Your own lighting contractor or electrician - frequently at no cost to you - can perform a detailed lighting assessment. You are not required to use any of the contractors from the list above. It is provided in case you want to work with a contractor who is familiar with the HELP rebate program. We are happy to answer any questions from businesses or contractors on the rebate steps and how to fill out the application materials.
All equipment and installations must comply with CMLP's lighting program technology requirements (included in rebate application, below).
You may choose to get an energy audit of the entire property, covering lighting, HVAC and pumping equipment, weatherization needs, etc. via a commercial energy audit, which will cost money. See more details here.
Step 2: Rebate Application
Request a rebate from CMLP for your lighting upgrade by submitting the following to CMLP:
• Completed Rebate Application (in Excel)
• Signed Customer Information page (see 3rd tab in the rebate application)
• Signed Rebate Terms and Conditions (see 4th tab from the end in the rebate application)
• Specification sheets for all proposed lighting and controls
All application materials are generally filled out and submitted by the lighting installer. Rebate funding will not be provided without CMLP approval of application prior to installation. Applications will be considered on a first come, first served basis while funds last.
Step 3: Pre-Installation Inspection
CMLP's Electrician will verify the existing lighting / controls at your facility.
Step 4: Installation
Have your new lighting / controls installed.
Step 5: Post-Installation Inspection
CMLP's Electrician will verify the new lighting / controls installed at your facility.
Step 6: Submit Completion Paperwork
Submit all completed paperwork to CMLP for payment of rebate:
• Signed Acknowledgement (pdf) indicating that the work was completed to your satisfaction
• Invoices or receipts for lighting installation products and services
• Completed Lighting Waste Disposal Form (pdf)
Step 7: Receive Your Rebate
Your rebate check will arrive approximately 4-6 weeks after CMLP receives your completion paperwork. Any rebate of $750 or less is issued as a bill credit. If a customer requesting a check has been in arrears frequently in the past two years, CMLP may apply all or part of the rebate as a bill credit rather than as a check. The rebate can also be directed to your contractor to help you with cash flow.
If you request a rebate of $600 or more in the form of a check payable to you or your designated payee, you must provide a completed IRS Form W9 (October 2018 or newer revised W9 Form) for the payee with your rebate application. The payee will receive an IRS Form 1099 from the Town of Concord reflecting the amount(s) of any rebate(s) issued to them, if required by IRS code.

New Construction / Major Renovation
CMLP's High Efficiency Lighting Program for new construction and major renovations provides up to $50,000 in rebates to help you manage your operating costs and add value to your business by installing more energy efficient interior & exterior lighting.
Eligibility
All projects that qualify under this program must:
• Be a code-dependent new construction project or extensive / substantial renovation project that installs new lighting throughout the building or renovated space;
• Maintain lighting levels in accordance with the recommendation of the Illuminating Engineering Society of North America's 10th Edition Handbook or supporting Design Guides;
• Provide high quality lighting achieving appropriate levels of glare control, color rendering, lighting uniformity, and other lighting quality parameters.

Financial Incentives
Rebate of up to $1,000 per kW of demand reduced by lowering the Lighting Power Density (LPD) in watts per square foot from the baseline lighting design that complies with the Interior Power Lighting Allowance in the Energy Code that applies to your building type and size in Concord. The maximum rebate is $50,000 per customer during any 3 year period.
Recognition
CMLP wants the community to know that you are an energy efficiency role model. Each year, CMLP will recognize High Efficiency Lighting Program participants in a large advertisement in the Concord Journal.
How to Participate - New Construction / Major Renovation
Step 1: Lighting Design
Have an architect or lighting contractor prepare an energy efficient lighting design for your new space. All equipment and installations must comply with CMLP's Lighting Program Technology Requirements (pdf).
Step 2: Select Calculation Method
Select the building area method or the space-by-space method to determine the code-mandated interior power lighting allowance. Each method can be used for projects involving the entire building, or projects involving a single independent and separate occupancy in a multi-occupancy building. All lighting in the building or separate occupancy must be included in the calculations.
Both the Stretch Code adopted by the Town of Concord and the 2012 International Energy Conservation Code (IECC 2012) allow additional wattage for certain spaces when using the Space-by-Space method. Therefore, using the Space-by-Space method could increase your rebate. The relevant Energy Code for your building depends on the building type and size. The tables displaying Interior Power Lighting Allowances for the Building Area Method and for the Space-by-Space Method have been excerpted from the relevant codes and are available at the links below.
